I think they may have used a look alike, so they can say...See, this is one of the Pac look alikes we use in videos. Like Scareface used a look alike in smile (Cant nobody tell me that aint Tupac)we used a look alike in our Video. Just another convenient explanation, after they realised that people will question a video with the real Tupac Shakur in it after his supposed death.
That would be the smart thing to do in order to cast off suspicion.
